Lawyer graduated at the University of Buenos Aires in 1961. Diplomat. Joined the Foreign Ministry in 1963, and served at the Consulate in London (1965-67), at the Embassies in France (1968-71), United States (1982-84) and Brazil (1987-92), and in the Mission to the United Nations (1977-82). He was Chief of Staff to the Chancellor di Tella (1992-93).
Since the inception of Mercosur, he has participated in the negotiation process and was part of the regional integration organizations, occupying the Secretariat for Integration and Mercosur (1993-97). He was a member of the Mercosur Common Market Group, and negotiator to the Agreement of Ouro Preto in 1995 and to the free trade agreement signed between Chile and Mercosur in 1996.
From August 1997 to February 2000, he was Ambassador to Brazil. From 2000 to 2003, he was Representative of the Ministry of Foreign Affairs, International Trade and Worship to the Yacyretá binational entity. He is a member of the Executive Committee of the Argentine Council for International Relations, and of the Board of Directors of the Alliance Francaise. He was decorated by the governments of France, Brazil, Paraguay, Chile, Mexico and Peru. In 1998, he received the Konex Award in the “diplomacy” specialty.
